I am looking for some ideas and thoughts on this:

I am knitting a cardigan with raglan sleeves. I am using EZ's percentage system, and her button band/collar as well. So all the sts are on one needle from the base of the sweater and neck and down the other side.

I tried this once----meaning I just pulled it out! No biggie . . .

Should I bind off sts on the neck or just pick them up?

I will be doing the mitered corner she uses as well.

If anyone has done these please post any tips or thoughts on the process.

I can't picture where (or why) you'd bind off stitches here. I'd incorporate the neck stitches into the button band. (Or, depending on the direction you work the band, when you get to the neck, work the innermost stitch of the band together with the adjacent neck stitch.)

After taking the neck out and looking at things again I think I have it now! I need to do a bit more decreasing and add a few more rounds and then I can tackle the band and collar area one more time.

Yes, I sometimes find it tricky to get the decreases/length to work out--you don't want the neck too wide (so you need enough decreases), but you don't want the sweater or sleeves to be overlong, either!
