I am knitting some baby booties. The pattern is rated as easy, the first part wasn't hard to understand. I was down to 41sts, then next row is Knit, Next row is "Eyelet row", *K2. yfwd. K2tog. Rep from * to last st. K1. Next 2 rows: Knit, Next row: Purl
Next: Make instep. 1st row: K27 Turn, 2nd row: P13. Turn. 3rd row: K13. Turn, then Rep last 2 rows 7 times more, then 2nd row once. Break yarn.
To make foot: With RS of work facing, pick up and knit 13 sts along side of instep. K13 from left hand needle. Pick up and knit 13 sts along other side of instep. Knit across rem 14 sts. should have 67 sts.
I don't understand from "Break yarn. then, Make foot instructions. I'm working with size 3 straight knitting needles. Can anyone clarify this more?

Disclaimer: Without actually doing this, I can't swear that I have my As and Bs on the correct sides. Just make sure the right side is facing you when you pick up the stitches:

When you finished that last row 2, you had something like this (only with lots more short rows):

vvvvvvvv(A)
vvvvvvvv
vvvvvvvv
(B)vvvvvvvv
vvvvvvvvvvvvvvvvvvvv

where A is where you stopped (and where the end of your yarn is). You want to cut the yarn and rejoin it back at (B), and pick up 13 stitches along the side of your knitting. When you get back to the stitches you were just knitting, you will knit them, which will bring you back to point A. Pick up the stitches along the next side, too, which brings you to the bottom edge, where those 14 stitches are that you haven't worked since you started the instep. Knit those, too, now. You'll have 67 stitches on one needle.

Rats, my spaces got stripped out. The "diagram" should show the top rows centered against the bottom row.

I was a little concerned about having written directions in the middle of the night, so I took another look. Here's the morning instructions!

At the point where you break the yarn, you have all but 14 st on the left needle. When you rejoin the yarn, you'll do it on the *right* side (sorry, I was wrong before), between those 14 unused stitches and the first row of instep stitches.

Use the right-hand needle to pick up stitches along this side, then to knit the 13 live instep stitches. Then pick up stitches along the left side. You now have 14 stitches remaining on the left needle, and they haven't been knit since you started the instep. Knit these, too, so everything is on the right needle. It'll look lumpy! (The instep stitches will bunch up.)
