Does the letter from your evaluator(s) not say? How long ago did you first submit? If it was recently (i.e. less than 1 year), then you should send only the re-done items back to the person who judged them the first time. If it has been a bit longer, make sure your original evaluator is still working on the committee -- we're not to send materials to retired members -- check the TKGA website in the Education/Master's area. And it may be that you would need to resubmit more things if your first submission was before the revision of about 2 years ago. In general, you send items to the previous judge, not back to TKGA headquarters, but it could be different if your first judge has retired from committee work.
The letter I received from the judges explained exactly what needed to be sent the second time. Anything that passed does not get sent to them again. I had to resubmit one swatch and was asked only to send that one swatch in a sheet protector directly to the co-chair.
