For my Level III hat (still working on it), I was wondering if I could do a tubular cast on and if it would be accepted by the judges.

Many do tubular cast ons for the hat. The requirements for the hat are pretty flexible. It just has to follow the requirements for the aran or fair isle designs--number of cable/bobble patterns or number of colors.
